3 Waukegan Men Charged When Cops Spot Rifle, Gun During Stop: Blotter | Highland Park, IL Patch

HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

SCOOTER THEFT Someone stole two Fuzion scooters worth $200 combined from a home in the 1900 block of Green Bay Road at some point on Aug. 31 or Sept. 1.

HOME BURGLARY ATTEMPT A burglar alarm at a home in the 3000 block of Ridge Grove Lane alerted police to an attempted burglary around 5 p.m. on Sept. 15. Officers found pry marks and a damaged frame on a window to the basement in the rear of the home. Nothing was reported missing or disturbed from inside.

STOLEN CARS Someone stole two used cars from Motorsource, 2210 Skokie Valley Road, between 7 p.m. Sept. 15 and 11:15 a.m. on Sept. 16. The stolen Chevy Silverado and GMC tow truck were both left locked in the front lot without the keys inside.

TRESPASSING/CRIMINAL DAMAGE Three men or boys got into an abandoned property in the 2000 block of Half Day Road, prying open a door and damaging a small boat on or before Sept. 29, although police were unsure if the boat had been damaged previously.

SIGN THEFT Someone stole a sign reading, "Ban Assault Weapons," from a home in the 1900 block of Spruce Avenue during the night of Sept. 29 or early morning of Sept. 30.

CAR BURGLARY Someone stole spare change from inside an unlocked Honda in the 600 block of Pleasant Avenue during the night of Oct. 1 or early morning hours of Oct. 2, leaving items from the glove box strewn on the passenger seat.

LOCKER THEFT Three credit cards were stolen from a wallet that had been left in a locked locker at the LA Fitness, 115 Skokie Valley Road, between 11:45 a.m. and 12:45 p.m. on Sept. 30. Someone tried to use the cards unsuccessfully.

RUSE HOME BURGLARY A resident in the 500 block of Chicago Avenue reported on Oct. 5 that someone showed up in a safety vest and claimed he needed to "check for underground lines" and planned to dig in the yard. The man convinced the homeowner to come to the back of the home. After the man left, rooms on the second floor were found to be rummaged through and jewelry was reported stolen.

An employee of Courtyard Marriot, 1505 Lake Cook Road, was issued an administrative hearing citation for selling alcohol to a minor on Oct. 6.

Kelin Moore, 31, of the 3100 block of West 60th Street, Chicago, was arrested around 6:45 p.m. on Sept. 10 after police were called to the 1800 block of Park Avenue after getting multiple complaints about a solicitor with aggressive sales tactics. He was issued a citation for solicitor registration required. Officers also identified him as the person who damaged a landscaping light in the 2000 block of Painters Lane Road during an earlier incident and charged him with misdemeanor criminal damage.

Ronmel Rios, 27, of the 2200 block of Catalpa Street, Waukegan; Henrry Valladares Osorto, 21, of the 1100 block of Chestnut Street, Waukegan; and Alejandro Sanchez-Valladares, 22, of the 1300 block of Jackson Street, Waukegan, were all arrested following a traffic stop around 3:30 a.m. on Sept. 16 in the 1300 block of Skokie Valley Road. During the stop, officers noticed the stock of a rifle hidden under the driver's seat, as well as another gun on the other side of the car. Additionally, officers reported finding a magazine in Sanchez-Valladares' pocket. Rios, the driver, was charged with two counts of unlawful use of a weapon, no concealed carry permit, unlawful possession of cannabis by a driver, driving with a suspended or revoked license and issued citations for operating an uninsured motor vehicle, operating a vehicle with expired registration, improper backing on highway and use of prohibited lighting. Valladares Osorto was charged with unlawful use of a weapon and possession of firearm without a license and no concealed carry permit. Sanchez-Valladares was charged with unlawful use of a weapon, possession of firearm without a license, no concealed carry permit and defacing marks on a firearm.

Damian J. Campos, 23, of the first block of Martin's Lane, Highland Park, was arrested around 4:30 a.m. on Sept. 18 and charged with obstructing a police officer after he ran from a traffic stop and tried to hide behind a tree near his home.

Santos Hernandez, 45, of the 9300 block of Kenneth Avenue, Skokie, was arrested around 3:30 p.m. on Sept. 25 and charged with driving under the influence of alcohol after officers were dispatched to a driving complaint on the Edens Expressway at Lake Cook Road. He was also issued citations for improper lane usage and illegal transportation of an open container of alcohol by a driver.

Owen Alexander Brand, 22, of the 1600 block of Beverly Place, Highland Park, was arrested around 4:45 a.m. on Sept. 28 and charged with driving under the influence of alcohol, child endangerment and two counts of domestic battery after police were dispatched to a complaint in a moving vehicle, which was pulled over at the intersection of Lake Cook Road and Skokie Boulevard. He was also issued a citation for illegal transportation of an open container of alcohol.

Abel Vega-Cresencio, 41, of the 10300 block of S Avenue, Chicago, was arrested around 11:45 p.m. on Sept. 30 and charged with driving under the influence of alcohol and driving with a suspended or revoked license after police got multiple complaints about a driver on Skokie Valley Road and pulled him over at Deerfield Road. He was also issued citations for blocking the flow of traffic and improper lane usage.

Alexander K. Sullivan, 25, of the 900 block of West Concord Place, Chicago, was arrested around 12:30 a.m. on Oct. 1 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after police got a report that he had driven into a parked car in the 400 block of Burton Avenue. Officers also issued him citations for operating an uninsured motor vehicle and failure to reduce speed to avoid a crash.

Evan Parnell Rowls, 50, of the 4500 block of 19th Street in Boulder, Colorado, was arrested around 8 p.m. on Oct. 7 and charged with identity theft of between $2,000 and $10,000 and unlawful possession of a fraudulent driver's license in connection with an investigation into a report from a Highland Park resident who had received an alert from U.S. Bank that someone was trying to take out a fraudulent loan in their name. Officers took him into custody at the 310 Waukegan Ave., Highwood, branch.
